These Regulations supplement the Plant Protection Products Regulations (Northern Ireland) 1995 (S.R. 1995 No. 371) as amended (S.R. 1996 No. 456) (“the principal Regulations”) which implement in Northern Ireland Council Directive No. 91/414/EEC concerning the placing of plant protection products on the market, as amended. The principal Regulations require that plant protection products shall not be placed on the market or used within Northern Ireland unless they have been approved by the Department of Agriculture, for Northern Ireland (“the Department”) and make provision concerning the process of application for, evaluation and granting of approvals, which may be given subject to conditions and the packaging and labelling of approved plant protection products.
